Protective Force


GEM, through its conduct of VAs and oversight reviews (audits, inspections, self-assessments), has extensive experience in the management, strategic planning, and training of protective forces (PF).  GEM expertise in the PF discipline includes compliance and performance based assessment of management, fitness, training, facilities, and overall PF effectiveness.  Our staff represents over 100 years of experience in assessing the protection of critical assets such as PF training, planning, equipment, and response, consistent with post and response plans,  vulnerability analyses, performance testing, and Site Safeguards and Security Plans.

GEM has provides operational and security analysis and planning to develop and implement security procedures, plans, and directives in support of specific mission requirements.  We develop PF defense plans (security response plans) to protect government property and classified/sensitive information, while also protecting nuclear weapons/devices and special nuclear material during staging, storage, assembly, disassembly, transport, and operations.  Documentation includes facility/site security plans, Target Folders, anti-nuclear demonstration plans, intruder interdiction plans, PF strike planning, and Nuclear Explosives Safety master studies.  GEM protection strategies for its customers includes detailed plans to deny, contain, and/or neutralize the adversary force, including PF pursuit to recapture and recover of special nuclear material, if required.  We also coordinate, develop, and maintain Memorandums of Understanding with local law enforcement agencies for mutual support.

GEM assists its PF customers with the identification of post (routine, roving, stationary, convoy escorts, personnel escorts, temporary security stations, alarm monitoring stations, emergency control centers, etc.) assignments and the development and update of post orders and instructions.  This includes performance testing of the PF staff relative to assigned post orders.

GEM has extensive experience in the conduct of security and emergency response exercises and performance tests of the PF.  We have developed Drill and Exercise Standard Operating Procedures that provide directions for conducting response and assessment performance tests (alarm response, force-on-force, limited scope performance tests).  Some of these exercises are conducted as a part of the vulnerability analysis process to determine if PF response is effective in addressing threats, while others are used to test the PF on implementation of standard post orders and operation of equipment (weapons, detection/assessment equipment, use of force, control of demonstrators, search of personnel and vehicles, surveillance of property, investigations, etc.).

GEM provides customers with Physical Fitness Program Plans that ensure their fitness training program is comprehensive and operated in full compliance with requirements and includes:
  • Medical and physical fitness qualification standards
  • Aerobic and physical fitness assessments
  • Physical fitness training
  • Physical fitness qualification testing
  • Medical limitations and extensions

We also operate fitness facilities and staff them with fitness specialists who perform the following tasks:
  • Supervise training and testing
  • Record training data and maintain training records
  • Develop individual exercise programs
  • Conduct fitness evaluations
  • Provide fitness counseling and instruction
  • Conduct safety inspections

GEM training subject matter experts are federally certified and attend updated and advanced training courses offered by Federal Government and other outside security agencies to maintain the highest level of proficiency.  Many have specialized training that they received in their previous military or law enforcement service.

GEM has developed, implemented, and maintained PF performance-based training programs in accordance with Federal Training Approval Programs (TAP).  We have also conducted annual Training Needs Assessments (TNA) to evaluate and continually improve the training programs with emphasis on:
  • Training programs that address the job requirements
  • Annual training requirements for the coming year
  • Key input for annual training courses (task specific) 

Training includes formal classroom instruction, walk- through, and practical exercises of the response/defense plans.  As necessary, the GEM performance-based training program is updated based on the results of the annual TNA information.
