Personnel Security


GEM has extensive and current experience in the conduct of surveillance reviews (self-assessments, surveys, audits, special reviews) in the personnel security area.  We will support our future customers through application of lessons learned and best practices acquired from our field support of personnel security programs.

GEM is highly experienced in the conduct of pre-hire/pre-clearance submission activities associated with assess authorization/clearance processing. This includes verifying personal data, employment, educational data and U.S. citizenship of all new hires, verifying and collecting documents such as the Questionnaire for National Security Positions (QNSP) and fingerprint cards required for processing access authorizations/clearances and maintenance of Personnel Security Files (PSF).

GEM complets pre-hire and pre-clearance background checks for our customers.  We also assure justification exists for each access authorization/clearance in accordance with applicable directives and internally developed procedures. GEM acts as liaison with Federal entities on the preparation and submission of QNSPs, and reviews, tracks, and processes QNSPs in conjunction with reinvestigation program requirements.


Access Authorizations/Clearances
Upon completion of the above pre-employment screening process, GEM forwards the appropriate clearance paperwork (QNSP, fingerprint cards, release forms, Security Acknowledgements and other necessary forms) to Federal elements for processing and request for investigation.  We have developed a time-tested training, review, and assessment approach that assures accuracy of the paperwork prior to being forwarded for investigation.

GEM has maintained and updated PSFs for name changes, access authorization cancellations, terminations, extensions, reinstatements, and fingerprint retakes. We maintain accountability logs to ensure that PSFs are appropriately controlled and released only to authorized individuals in the performance of their duties.

Reports can be generated from the Central Processing Clearance Indices (CPCI) for use in clearance notifications, termination actions, reinvestigation rosters, pending investigations tracking and status checks. GEM assists its Department of Energy and National Nuclear Security Administration customers in updating the CPCI, as necessary. We also provide clearance projections and exercised oversight of the clearance budget for clients by continuously monitoring and auditing to ensure proper resources are available.

GEM administers access control requirements by processing and coordinating incoming and outgoing classified visits, official and non-official visits and tours, meetings, and foreign national visits and assignments. 

GEM has extensive experience in administering Foreign Ownership, Control and Influence (FOCI) programs for our customers.  This includes executing all required actions associated with the FOCI program and coordinating with proper Federal authorities in meeting program requirements.


Security Badges
GEM has experience in the assessment of and operation of security badge offices.  GEM assures that badging, processing of incoming and outgoing classified visits, official and nonofficial visits and tours, and meetings and foreign national visits actions are being properly conducted.

Since automated access control is a critical component of the system for controlling access to highly sensitive facilities/areas, GEM makes system checks to compare clearance records against information maintained in the CPCI.  These validation tests verify consistency, including access authorization/clearance levels, among records and the database, and access granted by the automated access control system.  Immediately upon notification of the change of access authorization/clearance status or the modification in the need/requirement for an individual to enter a particular area, GEM assists its customers in deleting or adding access to that area for the affected person as required.


Human Reliability Program (HRP)
GEM has provides HRP support to its Department of Energy and National Nuclear Security Administration customers.  This includes the following:

  • Developing and conducting training for participants and supervisors upon entry into the HRP, and annually thereafter

  • Scheduling HRP employees who are applying for initial certification/recertification for an initial and/or annual interview/briefing to ensure they are fully aware of all aspects of the program, including disqualifying factors

  • Scheduling individuals for their initial/annual medical and psychological examinations and initial drug and alcohol testing

  • Coordinating polygraph examinations

  • Preparing acknowledgment and consent forms for HRP candidates and certifying employees

  • Reviewing completed files and providing certification recommendations

  • Coordinating withdrawals or suspension of individuals from the HRP


Security Education/Awareness
GEM is fully experienced in the conduct of initial, annual, termination, and special security education briefings. GEM personnel also provide comprehensive security briefings prior to access authorization/clearance.  Building upon existing materials, we have the ability to develop a wide range of security awareness products, including videos, computer-based briefings, lanyards, posters, and newsletter articles to inform employees about relevant security issues and threat information.

GEM works closely with our customers to assure that all initial security education training is scheduled and conducted once an access authorization/clearance has been granted. We also conduct required annual security refresher briefings and maintained automated tracking systems and interfaced with the customer ensuring proper record keeping.  In addition, we provide special security lectures and training to applicable groups of employees when there has been a lack of proper security conduct of operations.  Finally, GEM staffs and operates responsive Security Help Desks for our customers that provide answers to questions and/or refer callers to the applicable security procedures or the security website.
