GEM is an advanced security firm with over fifteen years of progressively more responsible experience in safeguards and security services support. GEM quality staff has extensive experience in all disciplines of safeguards and security and provides security support to our flagship customers, the Department of Energy (DOE), the National Nuclear Security Administration (NNSA), and the Department of Homeland Security. We have also provided support at the State, and local government level and to many commercial customers. This support has included the development and implementation of national security policy in the physical protection of nuclear weapons, weapon components, special nuclear materials, classified and sensitive information, classification, declassification, civil aviation facilities/assets, and petroleum reserve facilities. GEM is also actively involved in the international safeguards of nuclear materials, participating in preparations for, and implementation of, international treaties and protocols for nuclear nonproliferation. All of these security policy, planning, and implementation tasks have required GEM to work closely with representatives from Federal agencies, State and local law enforcement, management and operations contractors, commercial entities, and foreign national representatives.
Reflected below are the GEM safeguard and security core competencies and a brief description of our experience and capabilities.
Strategic Planning GEM has extensive experience in the development of strategic planning documentation. Our planning objectives include maintaining the continuity and effectiveness of site/facility security, the integrity of safeguards and security at a manageable and realistic cost, and creation of a program “architecture” that aids adjustment to new technologies, staffing requirements, security missions and continuous improvement of processes.
Vulnerability Analysis GEM has extensive experience in the conduct of detailed vulnerability analyses and risk assessments in determining the effectiveness of facility/site personnel security measures, physical security systems, material control and accountability, and protective force response in the protection against the theft of special nuclear material and weapons, creation of an improvised nuclear device, potential malevolent acts associated with the disruption of mission critical facilities/ assets, and sabotage that could affect the health and safety of the public, work force, and environment.
Self-Assessments GEM has detailed experience in the conduct of self-assessments, surveys, audits, and inspections in all disciplines of safeguards and security (protective force, program management, physical security, technical security, personnel security, information security, cyber security and material control and accountability). We are a recognized source for the conduct of oversight reviews and coupled with our vulnerability analysis capability offer a comprehensive analysis of protection system compliance and effectiveness.
Information Security GEM recognizes that the protection of classified and sensitive information is vital to our national security. As such, our staff is highly qualified, trained, and experienced in information security and sensitive information policy, procedures, and solutions to concerns. They have developed and conducted surveillance and oversight programs designed to assess the protection of classified information, matter, and parts, as well as sensitive information and made recommendations for correction of identified shortcomings. These reviews have successfully identified the use of engineered technological measures that provide more assurance and permanent cost-effective solutions to information security and sensitive information concerns. They have also helped assure that our customer information policies and procedures are current, all encompassing, and in place for the protection of classified and sensitive information.
Physical Security GEM is highly experienced in the planning, design, testing and implementation of physical security systems. We have designed, installed, and maintained exterior/interior alarms, assessment systems, and special nuclear monitoring systems, as well as access control systems throughout the Department of Energy and National Nuclear Security Administration. This has included the development of detailed functional and operational requirements for such systems and oversight for the installation of the ARGUS system at several facilities/sites.
Technical Security GEM has a staff of highly trained and certified personnel capable of performing technical security functions. We have extensive experience in the maintenance of Communications Security systems and accounts, protected distribution systems, TEMPEST measures, and Technical Security Countermeasures programs.
Personnel Security GEM has extensive and current experience in the conduct of surveillance reviews (self-assessments, surveys, audits, special reviews) in the personnel security area. We will support our future customers through application of lessons learned and best practices acquired from our field support of personnel security programs.
Protective Force GEM, through its conduct of VAs and oversight reviews (audits, inspections, self-assessments), has extensive experience in the management, strategic planning, and training of protective forces (PF). GEM expertise in the PF discipline includes compliance and performance based assessment of management, fitness, training, facilities, and overall PF effectiveness. Our staff represents over 100 years of experience in assessing the protection of critical assets such as PF training, planning, equipment, and response, consistent with post and response plans, vulnerability analyses, performance testing, and Site Safeguards and Security Plans.
Material Control and Accountability GEM has highly qualified staff with years of material control and accountability (MC&A) policy development, as well as first hand assessment and implementation experience in the area of nuclear material measurements.
Operations Security GEM has the experience base to provide Operations Security guidance and support in identifying actual or potential vulnerabilities associated with classified and sensitive unclassified information that could be exploited by adversarial intelligence agencies.
Cyber Security GEM has extensive experience in the preparation and submission of Automated Information Systems security plans. We have helped ensure that the protection of information systems against unauthorized access to, or modification of information, whether in storage, processing, or transit, and have made recommendations for improvements to programs, as necessary.
Classification GEM has extensive experience in the preparation of classification guides and training materials. We have also developed and maintained classification training materials and conducted derivative classifier courses.
Integrated Safeguards and Security Management The GEM approach in assuring Integrated Safeguards and Security Management (ISSM) has been to clearly define the work plan, analyze threats to the extent possible by checking security vulnerabilities associated with performing the planned work, assure that all requirements are clearly identified and understood before beginning work, develop appropriate countermeasures to threats and communicate information regarding threat countermeasures and controls, perform the work within the controls, and maintain a viable and continuous feedback program.
